After signing a protocol three months ago with the Union of Entrepreneurs of Small, Medium, and Privatized Enterprises of Ukraine, UNPR South-East Region marked another significant event on the evening of Monday, September 9..
At Hotel Opera in Mamaia Nord, a collaboration protocol was signed between the National Union of Romanian Employers – South-East Region (UNPR-RSE) and Busan Venture Business Association from the Republic of Korea.
This protocol, similar to the one established with Ukrainian business representatives, aligns with UNPR South-East Region's strategy to support the local business environment in Constanța and, importantly, to create opportunities for both Romanian companies and those from the aforementioned countries.
New Business Opportunities for Companies in Our Community
"The signing of this protocol represents the continuation of our process of building a modern and interconnected economic network. Collaboration with the Busan Venture Business Association allows us to draw inspiration from South Korea's cutting-edge technological innovations, offering new perspectives for the development of entrepreneurship in our region. This partnership opens new business opportunities for companies within our community, fostering the exchange of ideas, technologies, and infrastructure between Romania and South Korea.”, stated Daniel Moraru, President of UNPR-RSE.
The event was attended by representatives from local, county, and government administrations, members of the UNPR, and, notably, business leaders from Busan.
"It is an act of altruism to dedicate part of your work to the business community. The local business environment here will now have proper representation. Dan Moraru has shown remarkable dynamism this year. He managed to bring together this Union and the business community from South Korea. This is significant because we will soon have an economic mission in South Korea. I would like to conclude by encouraging business leaders to turn towards employers' organizations. After more than 30 years, strong representatives of the business community are finally emerging. Mr. Moraru's latest investment is particularly close to my heart, as I have always been passionate about sports—I’m referring to Farul. Congratulations to UNPR-RSE, and congratulations to Dan Moraru!”emphasized, at the beginning of the event, Ioan Lucian, President of UNPR.
The first to speak on behalf of the local authorities was Deputy Mayor Ionuț Rusu, who announced that the municipality is fully open to supporting business projects in Constanța.
"I want to congratulate you on this cooperation protocol, which comes shortly after the one with Ukrainian business representatives. Constanța is becoming an important hub on Romania's map. One of the reasons why the mayor and the municipality keep their doors open is because we will always stand by you and support your projects in Constanța”, stated Ionuț Rusu, Deputy Mayor of Constanța.
Stelian Gima, Vice President of the Constanța County Council, highlighted the impressive progress made by South Korea, noting that in just 76 years since the proclamation of the Republic of Korea, the country has successfully established global brands such as Daewoo, Kia, and LG.
"This shows that the rigor, discipline, and seriousness of the South Korean people are key ingredients for success. I am convinced that the protocol signed today between the two parties represents the key to a success that will help the local business environment—solid and mature—become not just a national player, but an international one. I wish you success and great progress!”, these were the words of Stelian Gima, Vice President of the Constanța County Council, addressed to both signing parties.
Prefect Silviu Coșa also highlighted the seriousness of the South Korean delegation.
"This is a historic moment. The presence of so many entities makes this an important event. I want to acknowledge the seriousness of the South Korean delegation, as it signals the potential for a strong partnership. I also want to thank the representatives who have brought the world's tenth-largest economy here.”, stated Prefect Silviu Coșa.
Honored and moved by the event, Dan Moraru, President of UNPR-RSE, expressed his gratitude to the South Korean delegation, the President of UNPR, and local representatives for their presence and support.
"We are starting a new chapter between Romania and the Republic of Korea. The signing of this protocol gives us the opportunity to learn from an economic powerhouse like South Korea. Collaboration with the Busan Venture Business Association will allow us to turn ideas into projects. Our geographical position, with direct access to the Black Sea, will facilitate economic transactions between Romania and South Korea. There will also be opportunities for joint projects. This is a partnership between the public and private sectors. At the same time, Romania has immense potential thanks to the young professionals working in the tech sector. We will accelerate excellence in technology and research, with a focus on solutions addressing environmental impact. I thank our Korean partners for their support. Together, we can build a sustainable future.”, stated Dan Moraru, President of the National Union of Romanian Employers – South-East Region (UNPR-RSE).
Sim Sooljin: We Will Exchange Knowledge and Experience
Mr. Sim Sooljin, Chairman of the Busan Venture Business Association, was the official signatory of the protocol on behalf of the South Korean delegation. Founded 19 years ago, the Busan Venture Business Association has, under Mr. Sim Sooljin’s leadership, become a central hub for venture businesses in the Busan region, supporting their growth through projects in management, marketing, finance, and technology exchange.
"I thank Daniel Moraru for making this event possible. I am the chairman of the Busan Venture Business Association. Through this partnership, we will exchange knowledge and experience. I hope that in the future, we can contribute to the economic development of both countries.”, stated Sim Sooljin.

The entire meeting was moderated by Alexandru Baran, while Teodora MoraruPresident of the UNPR-RSE Young Entrepreneurs Committee, invited the audience to explore a new digital catalog showcasing partner companies from Romania and South Korea.
At the end of the event, Daniel Moraru, President of the National Union of Romanian Employers – South-East Region (UNPR-RSE), and Sim Sooljin, Chairman of the Busan Venture Business Association, officially signed the cooperation protocol.
The event concluded with a networking session and the presentation of South Korean companies that expressed their willingness to collaborate with business leaders from Constanța.
